Notice of Commencement

The Corporation of The Town of The Blue Mountains has initiated a Master Drainage Plan under the Municipal Class Environmental Assessment Planning Process to identify the existing drainage deficiencies and develop drainage solutions to address the deficiencies, reduce flooding, resolve public safety concerns and improve maintenance opportunities throughout the Thornbury West downtown area.

The Study Area encompasses approximately 250 ha and is generally north of Russell Street to Georgian Bay and east of Albert Street to the Beaver River. The primary drainage outlets for the study area are the Beaver River, the Little Beaver River and Georgian Bay. The existing drainage infrastructure in the study area consists of a combination of open channels, ditches, culverts, storm sewers, overland flow routes and stormwater management facilities.


The Process
The Study is being completed in accordance with Approach #2 of the Master Planning Process outlined in the Municipal Engineers Association Municipal Class Environmental Assessment document (October 2000, amended in 2007, 2011 and 2015). Alternative drainage solutions will be developed and evaluated based on their natural, physical, social, cultural and economic impacts and the opportunities and constraints of the project.

Public consultation is a key component of this study. A Public Information Centre (PIC) will be scheduled for the Spring of 2018 to provide an opportunity for the public and stakeholders to review the alternatives under consideration, and to provide input and comments. Additional notices indicating the date and location of the PIC will be circulated and published on the Town’s website at www.thebluemountains.ca. Project information can also be viewed on the Town’s website as it becomes available. Upon completion of the Study, a Final Master Plan Report documenting the Preferred Solution will be prepared for public/agency review and comment.

The Town has retained the consulting firm C. C. Tatham & Associates Ltd. to complete this Study. Further details on the Municipal Class EA process are available from the consultant’s office.
